Securities Lending Reporting 10c-1a

On October 13, 2023, the SEC adopted Rule 10c-1a under the Exchange Act, requiring:

  • Certain persons to report material terms of securities lending transactions to a registered national securities association (RNSA), beginning September 28, 2026. Currently the only RNSA is the Financial Industry Regulatory Authority, Inc. (FINRA).
  • The RNSA to collect the Rule 10c-1a information and publicly disseminate certain loan transaction data and aggregated information, beginning March 29, 2027.

FINRA Rule 6500 Series Securities Lending and Transparency Engine, or SLATE, provides the mechanism for reporting of securities lending transaction data and for the public dissemination of loan information, as required under Exchange Act Rule 10c-1a.
